U.S. Vice President Dick Cheney has arrived in Tbilisi for a brief visit on Thursday. It comes as U.S. Secretary of State Condoleezza Rice has said Washington will donate more than $US 1 billion worth of economic aid to Georgia. At the start of his visit Cheney said that the U.S. has a deep and unbending interest in the region. The aid package is aimed at helping the country rebuild its economy and infrastructure following last month's war. The State Department says none of the money will go towards military support - a concern that Moscow has raised repeatedly. Rice said the cash would meet "Georgia's pressing humanitarian needs and facilitate its economic reconstruction." She added that the spending would be over several years, but would "begin now under President Bush and we believe strongly will endure during the next U.S. administration." Cheney is expected to discuss the details of the aid package at the meeting with Mikhail Saakashvili on Thursday. Meanwhile, many Americans are calling into question America's responsibility to Georgia, arguing that the U.S. government should take care of the economic situation at home first and that Georgia should solve its own problems and not rely on foreign aid. Washington has already provided about $US 30 million in emergency humanitarian aid to Georgia since early August. Dick Cheney is a Neo Conservative. In a phone conversation with Georgian President Mikheil Saakashvili on Sunday, Cheney said Russia's military actions in Georgia 'must not go unanswered'. Continuation of Russian attack 'would have serious consequences for its relations with the United States, as well as the broader international community,' Cheney's press secretary, Lee Ann McBride, quoted him as telling Saakashvili. "The vice president expressed the United States' solidarity with the Georgian people and their democratically elected government in the face of this threat to Georgia's sovereignty and territorial integrity," McBride said. Earlier, Chairman of Russia's State Duma Security Committee Vladimir Vasilyev announced that US helped Georgia start military operation in South Ossetia. "The further the situation unfolds, the more the world will understand that Georgia would never be able to do all this without America," said Vasilyev. Georgian military forces launched a large-scale military offensive against South Ossetia on Thursday evening hours before the start of the Beijing 2008 Olympic Games. Russia, in response, moved its forces to the region. The conflict has left at least 2000 people dead.
